HID headlights high and low beams?

I want to purchase HID bulbs for my scion tc. But i don't want the standard kit where it's just a high beam, mainly because i don't want to risk getting pulled over or cars flashing their lights at me. I was wondering if there's a kit where there's a high and low beam alternative, if so, where?
