Need to get cat to move kittens?

okay one of are cats had kittens in the basement ceiling on a bunch of insulation and we need to get them out because she's done this before and we got them out using a milk jug connected to a pole and they had swollen bloody feet from being up there we'd try the same thing but she had them in a complete different section where its impossible to get to them without tearing up our floor/ceiling and my mom said no to that so the only solution is to get her to move them please help :(
